R0073: An SDC SERVICE PROVIDER SHALL utilize a msg:DescriptionModificationReport having a msgDescriptionModificationReport/msg:ReportPart/@ModificationType="Del" or msg:DescriptionModificationReport/msg:ReportPart/@ModificationType="Crt" to indicate modifications where the SDC SERVICE PROVIDER has determined that the change cannot negatively influence the utilization of the CONTAINMENT TREE ENTRY by an SDC SERVICE CONSUMER.

• R0073 addresses "non-breaking changes" like adding a new channel to a VMD or changing the clinical relevance of metrics within a channel by resorting the list of pm:VmdDescriptor/pm:Channel.
