R0016: An SDC PARTICIPANT SHOULD NOT mark any MESSAGE with Expedited Forwarding (EF) PHB.

EF PHB traffic is often strictly controlled through admission control, policing and other mechanisms to allow for the transmission of network management messages even in the case of high application-level communication.
